At Gombos Leyton, our attorneys use their litigation and business experience to guide clients that regularly contract with state and federal governments.  We have assisted government contractors at multiple levels of working with the government, and also have counseled clients from formation of their business to their sale or change of ownership.  

We have helped clients select the appropriate business structure, including closely-held corporations, limited liability companies, joint ventures, and other business entities to seek and perform government contracts.  Our attorneys have the expertise to aid clients in qualifying for and obtaining contracts through various SBA contracting assistance and set-aside programs, including the 8(a) Business Development program for socially and economically disadvantaged individuals, Woman Owned Small Business program, Service-Disabled Veteran-Owned Small Business program, and the HUBZone program.  We also have experience with mentor-protégé and joint-venture relationships, allowing new and established contractors of all sizes participate in these government set-aside programs.

At Gombos Leyton, we monitor government activity to work and stay in front of any regulatory or legal matters.  Our White-Collar defense experience also has proven invaluable to our clients in developing internal programs and policies that avoid or successfully manage government investigative and enforcement proceedings.  And when clients face adverse government action, our attorneys use their substantial experience to defend clients in a wide-variety of arenas, including administrative litigation, FCA litigation, debarment proceedings, and other state and federal matters. 

Representative matters:

  1. Act as outside general counsel for government contractor in all business strategy and legal matters, including government contract review and preparation, challenges, subcontracting and joint-venture arrangements.
  2. Successfully represented subcontractor to government contract in joint OIG/FBI investigation of potential FAR violations related to billing and coding of services, resolved with no adverse action against client.
  3. Successfully represented numerous clients in OIG investigations of potential federal contract violations, which could have resulted in termination, debarment, and administrative actions.
  4. Conducting internal investigations in defense of clients under OIG investigation of set aside violations, which resulted in no criminal exposure or civil penalties.
