Steve is a member of Gombos Leyton PC where he works in the Higher Education and Immigration groups. Since 2005, Steve has advised career colleges and institutions of higher education on a wide array of compliance issues involving federal student aid, accreditation, state authorization, and consumer protection matters.
Steve has represented clients in administrative matters before the Department of Education’s
Office of Hearings and Appeals and Office of Civil Rights, as well as before national and regional accrediting commissions, state authorizing agencies, and professional licensing boards. He works closely with clients to develop and implement internal policies and procedures to improve compliance with applicable laws and defends them from enforcement actions.
Nominated to the negotiated rulemaking committee for gainful employment in 2017, Steve served as an alternate negotiator representing General counsels/attorneys and compliance officers. He recently participated on a panel discussing that topic at the annual meeting of the Career Education Colleges and Universities. He frequently gives presentations and webinars on various regulatory topics involving higher education.
After assuming responsibility for the firm’s immigration practice in 2006, Steve continues to help corporations and individuals navigate the immigration process.
Steve received a B.A., cum laude, from the College of the Holy Cross and a J.D., cum laude, from the Catholic University of America. He is admitted to the practice of law in Maryland, Virginia, and the District of Columbia and is a member of the American Bar Association, American Immigration Lawyers Association, and through his representation of institutions of higher education, has been a member of the National Association of College and University Attorneys.
